Also, there is DSS ( Direct subsidized school) which doesn't need to follow ...

yup; for contract, the employers have absoluately right to pay whatever they want to ... in most cases, contracters are either underpaid or overpaid (i.e. ppl are in desperate need of you or you are a specialist towards in that position, industry or whatever) ... rare heard pf any in the middle :smile_42:
