yes diesel can easy have moisture, and so needs a water filter

but petrol cannot have water, if so, damage the whole fuel system

yes, actually diesel engine  is known as compression ignition engine

petrol engine is spark ignition engine

your civic should have an engine computer, anyway, is ok if you had checked and fixed the vehicle, coz i dun know my guessing is correct or not, in fact there are many 高人 out there don't worry, they are the experts, and your money won't be spent without any gaining

well, is easy,

please take a look at your  行車証

Chassis no. 車身編號, it should be printed like JHMExxx.........,

if your car is 00-01 model, so it maybe an EK, if yes, then yours should have an engine computer
