They use a mathematical algorithm to transform the pixels around into a bigger "block".
If you know the algorithm and reversely apply on it, you can get what you want but for  ...

A simple idea
There are 9 pixels ( 9 blocks, like 3x3 magic square)
They sum up the 9 pixel and take the average, and let the output represents the color of all 9 squares...
