several ways can achieve that
1) Using Proxy sever, located in HK or other oversea places ( I guess this may not work all the time )
2) Using VPN to connect server, or site located in HK or oversea places, all data will be encrypted, pass through the blocking ( this is cheapest and stable )
3) Use dedicated lease line (expensive, but I doubt this since DLI still connect to local ISP, if connect to oversea.... wow... the cost will be too much )
4) Use satellite...
