三十年代香港，塘西一帶歌舞昇平，色情、賭博事業發展鼎盛；警察貪污腐敗，黑幫當道，奸商橫行，百姓苦不堪言，整個社會烏煙瘴氣……

時逢拐帶案頻發之際，自梳媽姐梁芯(楊怡飾)因兒童拐帶案報警，剛好案件由雜差鄰居金華(張繼聰飾) 負責，梁芯深知金華是看錢辦事的收規警

察，根本無心查案。及後梁芯又見兒童被拐，遇到正義警察沈一然(楊明飾) ，兩人一起找到藏參地點。一然捉拿人販之際，卻被為得暗花的金華偷襲，搶去功勞，二人從此交惡！自此梁芯不齒金華為人，同時對一然的正義感大為欣賞。
