I disagree.
(1) we need more 會員 to bring more 文章 here to enrich this zone, therefore 一星級會員 (or less) 不可post 文 is practically counter productive.
Besides, if 此舉為防止會員開新AC洗版, pls take a look at this morning, they still do & the discuss system didn't stop them.
Therefore, this 新手及一星級會員不可轉載他人文章 simply doesn't work. So judge by the result, what you did is to punish the rule-binding 會員 but allowing ads posters to do whatever they want.
(2) since the "original writers" have their own private playground now (therefore this zone is thus became 轉載 zone), what's the point of 不鼓勵每名會員每天轉載多於三篇文章? Especially 每名會員每天不多於5篇文章 is already the rule. Moreover, 每名會員每天5篇文章 = 大量同一會員既文章?
