Not really, but I really think Tung was the one who really tried. Tsang was just riding on a good economic cycle in his first few years.

Now the mess has not been cleaned at all since 97. The high real estate prices are still causing a lot of social problems, making it much harder for the low-income "middle class" people as well as SME owners, especially retail business owners, to survive!

CY will have to push similar policies again to keep the real estate prices under control, which would be sort of a vindication for Tung anyway.
