We have to look at this issue in following aspects.
1. How old is your friend?
If she is young and beautiful, but her work is 負責清潔同雜務... this kind of work, honestly, if wearing trousers, will be more convenient / more suitable for her work. Besides, her one-piece dress, when she perform some cleaning work and bend her body, or climb up .........is there any chance to disclose part of her body? Especially if there are male staffs at the Office....... her boss may not feel comfortable.
Because actually there are some chances that while she performs her work....... she may disclose part of her body........ and her boss may not feel good about it.
2. Not allow to talk with people outside / inside the company
Her boss is too strict.......
If her boss does not want her staff to spend time to gossip too much during working hours, I can understand that. If your friend is talking during toilet time...... I think should be ok ga....... as long as she is not disclosing any company secret.
Many years ago when I applied for a job, the people told me on the phone that, no personal telephone call is allowed during working hours. Woman colleague must take turn, to prepare tea or coffee for all staffs....... I hate this kind of mean job, so I didn't go for interview.
If your friend doesn't like the company, of course it is better to quit.
But I think she has to understand her work type.
If she is working in an Office and handle clerical work, of course wearing one piece dress will be fine.
But if she has to climb up, bend down to handle some cleaning work........ she wears trousers will be more appropriate.
Sometimes, it it not a matter of pretty or ugly, it is a matter of appropriation.
