low level staff is responsible for daily, dull, repetitive yet easy routine job while the high level staff is responsible for authorization, reporting, auditing etc all those tasks require higher level of attention ... imagine if the financial report is done in a wrong way, the company might face the penalty subject to the severity of the error or a easy one, a check is sent to the wrong creditors, the loss to company is good enough to fire you immediately
