If you go there, due to traffic problem, you will better spend more time in 中國( Japanese one, the south end of 本州)

from what i remembered, only buses gets extra notice. i think jus for the sake of simplification, they might have neglected/assumed that it's not a major issue of the fact that it takes more time for the heavy vehicle to clear an intersection, and hence less vehicles could be crossed.
