but i can complete the exam first before i commence the pratical part ... i can't see and don't understand why they won't let the student to do that =.=

You know, education contract is in academic year basis
If I dont get the Full Time job this year, then it's not likely ( or have higher risk ) for me to find full time job next year too. They want to minimize that risk, and there are a lot of applicants ( more than last year due to econ problem, people like to study one more year in dip ed instead of going to the job market now ). So, they have a lot of students for them to pick

Completing is gerund, you can use it as noun somehow but not in this situation.
though, i think you meant thought, is past tense. You will complete your program but not yet had completed.
