May be the authority not have confident to get enough student to open the course (minimum charge)
If so, they can always reserve the right to cancel the course
So, they can recruit first =.=
It's the same for some courses in my college
Course got cancelled if less than 5 students.
Earlier they recruit, better timing for them to prepare and let others have time to apply other courses =.=
