Any less crime rate is complicated. It may result from other things like better social security system, education, national characteristics, etc. It may not solely due to legalization of prostitute and weed. That's the hardest part to study social science.
Like in northern europe, they probably have less crime rate as well ( i have no data to support ) but they don't have what netherlands provides.

But still, even I said that, I agree with you in that.

However, in prevous analogy, you are forbidden to talk ( like in muslim countries) and you choose not to talk ( like tram boy in Hong Kong) are two different examples.
First one is they do want to say hamsup things but not allowed, religiously, socially or legally forbidden. Latter one, they choose not to talk probably they dont want to talk
