Usually, unless clients have specific requirement like 和服，祺袍，etc, models usually prepare makeup/customs themselves.
Of course, if you are top models, there is a professional team serving you...
But just normal non-famous one, that's the common rule of portrait service.

Of course, even clients don't provide customs most of the time, they can give some guidance on customs.
Like, more bright in color, plain/colorful, pants/skirts , any other accessories like rainbow headband, umbrella, fans, etc
